Upstage Puts Solar Pro 4 on South Korea's Government AI Platform

Upstage has launched its Solar Pro 4 language model on South Korea's shared government AI platform, letting public bodies use a domestic LLM without building their own GPU servers.

Upstage has put its large language model Solar Pro 4 into formal service on South Korea's cross-government AI common platform, the company said on November 3. Public agencies can now use a domestic AI model inside the administrative network without setting up GPU infrastructure of their own.

The common platform is an AI infrastructure reserved for the government network. The Ministry of the Interior and Safety and the Ministry of Science and ICT run it, supplying AI models, data and development environments to central ministries and local governments. Solar Pro 4 is delivered through the platform's AI service, Samsung SDS's Fabrix.

Security and infrastructure

The model runs on administrative-network infrastructure that has passed a security review by the National Intelligence Service, which is meant to keep internal administrative data from leaking outside. The platform manages the GPU resources needed to operate the model centrally. Agencies therefore do not need to build or rent GPU servers, and can reach the model through a chat interface or an API. Answers are linked to laws, press releases and administrative documents, so the model can cite the basis for what it says.

Upstage lists several uses for civil servants: reviewing draft ordinances and regulations for conflicts with higher-level law, drafting replies to citizen complaints with the relevant statutes and procedures, producing report drafts from meeting notes and reference material, and summarizing long policy documents into key points and open issues.

Why it matters

Public-sector AI adoption has been held back by security rules and a shortage of GPU capacity. Upstage says Solar Pro 4 meets both requirements inside the administrative network.

"The AI needed for public work is one that protects security and answers with evidence, so it can be trusted," said Upstage CEO Kim Sung-hoon. He added that the company will prove in government workplaces that trustworthy domestic AI can drive public-sector innovation.

Last month Upstage also released Solar Mini 4, a small language model. It has 35 billion parameters in total but activates only 3 billion, and the company says it recorded top-level results among small models of its class in global AI benchmarks.
