Shinkin Bank Outage Halts ATMs and Transfers at 128 Banks in Japan

A fault at the Shinkin Kyodo Center's West Japan facility has blocked counter services and ATM withdrawals at credit unions from the Tokai region westward, with no restart date.

Customers of Japanese shinkin banks (credit associations) across the country's central and western regions lost access to counter services and ATM deposits and withdrawals from around 1:30 p.m. on November 6. As of 3:30 p.m., Osaka City Shinkin Bank, Osaka Shoko Shinkin Bank, Seto Shinkin Bank, Gifu Shinkin Bank and Hiroshima Shinkin Bank had all posted outage notices on their websites.

A problem at the shared system

According to Hiroshima Shinkin Bank, the fault originated at the "West Japan Center" run by the Shinkin Kyodo Center, which operates the shared IT system used by shinkin banks. Public broadcaster NHK, citing the center, put the number of affected banks at 128, covering the Tokai region and areas to the west. The cause is believed to be a communications failure. The center is working on recovery, but no timeline for restoring service has been given.

What customers are experiencing

The impact goes beyond branches and ATMs. Some banks reported that internet banking and mobile apps were also down. Seto Shinkin Bank said its cash cards could not be used at partner institutions or convenience-store ATMs, and that some direct debits and automatic withdrawals were delayed or put on hold.

Osaka City Shinkin Bank and others urged customers who need to make an urgent transfer to use a financial institution other than a shinkin bank, or to contact the branch where they hold their account.

The incident shows how a single shared back-end can disrupt dozens of separate lenders at once. Customers with payments due, such as utility or card debits, may want to check with their bank once service returns. The shinkin banks and the Shinkin Kyodo Center have not yet announced a restoration time.
