Gosuslugi Adds Mobile Operator Switching via Personal Account

Russians can now request a change of mobile operator through the Gosuslugi portal. The application goes to the number portability database for checking.

Russia's Ministry of Digital Development has announced that a mobile operator switching service is now available on Gosuslugi, the country's public services portal. Users submit a request through their personal account, and the portal forwards it automatically to the operator of the Ported Numbers Database (BDPN), which checks the application.

Beeline, MegaFon, MTS, Tele2 and other operators listed in the BDPN are connected to the service.

How it works

The application can be filed in the "Profile" tab, under the "SIM cards" section. Once the request passes moderation, the new operator contacts the customer itself to agree on a tariff plan and on how the contract will be signed.

Paperwork can be completed either in person at a service shop or remotely with an electronic signature. After the agreement is concluded, the new operator issues a SIM card that keeps the customer's existing number.

Older routes remain

The ministry stresses that the previously available ways of applying for number transfer, on an operator's website or in its office, will stay in place. Customers who want to compare coverage quality in a particular region or look at tariff plans can do so on the BDPN website.

The addition follows another recent Gosuslugi service, which lets citizens report a lost passport. A notice that the document has been declared invalid appears in the personal account within one working day. That application cannot be cancelled, even if the person later finds the old document, and a new passport has to be issued. The service covers only internal passports of Russian citizens, not international ones.

For subscribers, the change moves the first step of switching providers into a single government account, while the contract and SIM issuance still take place with the new operator.
