Russians Can Now Switch Mobile Carriers via Gosuslugi
Russia's Ministry of Digital Development says subscribers can now file a number portability request on the Gosuslugi portal and move to another carrier.

Mobile subscribers in Russia can now change carrier and keep their phone number by submitting a request through the Gosuslugi government services portal, the Ministry of Digital Development has announced.
According to the ministry, the request automatically goes to the independent operator of the ported-numbers database, which checks whether it meets the conditions for transfer. The service is connected to the "big four" carriers — Beeline, MegaFon, MTS and Tele2 — as well as other operators linked to the database. The existing routes, filing a request on a carrier's website or at its office, remain available.
How it works
Users log in to their Gosuslugi account, open the "SIM cards" section, select the number and indicate that they want to change carrier. They then fill in the required details following the on-screen instructions and submit the application.
Once the request passes the check, the new carrier contacts the subscriber to agree on a tariff and a way to sign the contract. This can be done in person at a carrier's store or remotely with an electronic signature. The big four and several other operators can also send the contract to the Gosklyuch app. The subscriber then receives a SIM card onto which the number is transferred.
A new filing channel
Requests can also be submitted directly on the website of the ported-numbers database operator. According to the ministry, the same site lets users check coverage quality in a particular region and compare carriers' tariffs.
For subscribers, the change means one more way to start a switch without visiting a store first, with the eligibility check handled by a neutral party rather than by the carrier being left.
